Net migration has run at historic highs since 2022. We call for a clear, published target and a credible plan for how it will be delivered.

A statutory annual net migration target, with quarterly progress reported to Parliament.
Evidence base
- ONS estimates net migration at 728,000 (YE Jun 2024).
- Successive manifestos have promised lower migration without published, costed delivery plans.
